Safety & Operational Compliance Policy

Safety is the non-negotiable foundation of every CARION operation. This policy establishes the safety principles, operational compliance standards and responsibilities that govern all ground service activities performed by CARION Aviation Services at any airport, FBO or private facility.

1. Safety Policy Statement

No service, schedule or commercial objective will ever take priority over the safety of people, aircraft or airport infrastructure. CARION personnel are authorised — and obligated — to stop any operation they consider unsafe, without prior authorisation and without professional consequences.

CARION Aviation Services operates under a Safety-First culture in which every team member shares responsibility for identifying, reporting and mitigating risks. Our operational standards are structured to meet the requirements of Spanish aviation and occupational safety regulations, and to align with the safety expectations of the FBOs, airlines and operators we serve.

2. Core Safety Principles

Stop-Work Authority

Any CARION team member has the authority to immediately halt an operation if a safety risk is identified. No retaliatory action will be taken against personnel exercising this right in good faith.

Hazard Identification

All personnel are trained to identify and report hazards before commencing work. Pre-service safety checks are mandatory for every aircraft contact operation.

Personal Protective Equipment

Appropriate PPE is mandatory for all ramp and exterior cleaning operations, including high-visibility vests, safety footwear and hearing protection where required by airport or FBO rules.

Communication

Clear, confirmed communication with crew, FBO staff and airport ground control is required before any aircraft movement, door opening or service initiation in a live ramp environment.

FOD Prevention

Foreign Object Debris (FOD) checks are conducted before and after every service. All materials, equipment and waste are removed from the aircraft and ramp area upon service completion.

Documented Procedures

Every service type is governed by a written procedure and checklist. Deviation from documented procedures requires prior authorisation from the Operations Control Centre.

3. Operational Compliance Standards

  • All CARION operations comply with Spanish occupational health and safety law (Ley 31/1995 de Prevención de Riesgos Laborales) and applicable AESA regulations.
  • Personnel working airside hold the required airport security clearances and comply with all airport authority access and identification requirements.
  • Cleaning products and chemicals used comply with aircraft manufacturer specifications (Airbus AIMS, Boeing BSS, AMS standards) and applicable environmental regulations.
  • Ground support equipment is maintained, inspected and operated within its rated specifications. Defective equipment is taken out of service immediately and tagged accordingly.
  • No CARION personnel will operate under the influence of alcohol, drugs or any substance that may impair judgement or physical ability during a service assignment.
  • All incidents, near-misses and safety observations are reported to the OCC within 1 hour of occurrence and documented in CARION's operational record.

4. Training & Competency

Induction training

All new CARION personnel complete a mandatory safety induction covering ramp safety, hazard identification, chemical handling, FOD prevention and emergency procedures before their first operational deployment.

Recurrent training

Safety training is refreshed annually and whenever a significant change in procedure, equipment or operating environment requires updated competency verification.

Competency records

Training records for all personnel are maintained and available for inspection by FBOs, airline clients or airport authorities upon request, subject to applicable data protection requirements.

5. Incident & Emergency Management

In the event of any incident, injury, aircraft damage or emergency during a CARION service:

  • Immediate action: Secure the area, attend to any injured person and notify the FBO or airport emergency services as required.
  • OCC notification: The OCC must be notified within 15 minutes of any incident involving personal injury, aircraft contact damage or environmental spillage.
  • Client notification: The client or aircraft operator will be informed as soon as the immediate situation is under control.
  • Documentation: A written incident report will be completed within 4 hours, including photographs, personnel statements and a timeline of events.
  • Root cause analysis: All incidents resulting in injury or aircraft damage trigger a formal root cause analysis and corrective action review within 5 business days.
6. Safety Contact — OCC 24/7

For any safety concern, incident report or operational compliance query, contact the CARION Operations Control Centre. The OCC operates around the clock and is the first point of contact for all safety-related communications before, during and after service delivery.
